Second Homes in Foothills Club West
Buying a winter place in the Valley, usually from somewhere much colder.
The leasing question is answered in two documents, and only one of them is famous
A second home in Foothills Club West gets bought for a season and owned for a year. Most of what makes it a good decision or a poor one happens during the months you are not standing in it.
One question decides more than any other, and it is the one most often answered from half the evidence. If there is a chance you will let the house out, whether that means a full winter tenancy or a friend of a friend for three weeks, the answer sits in two documents. The master Club West CC&Rs are the first. Your neighborhood's tract declarations are the second, and the association is explicit that they apply in addition to the master rather than instead of it.
The parcel-level document is the easier one to miss. It is shorter, less widely circulated, and nobody volunteers it. Reading only the master, finding nothing prohibitive and concluding you may lease is the classic error here. Which named neighborhood the home sits in decides which second document applies, and Vistas, Montana Vista, which is gated, Rosewood Canyon Estates, Whistling Rock and Fairway each carry their own.
What you get from me is both documents, in current versions, in front of you before you write an offer rather than after your first tenant asks.

Why seasonal buyers use Savvy Realty Group
Savvy Realty Group is my practice at HomeSmart. I am Amy Richardson, licensed since 2017, and I hold the Certified Expert Buyers Agent designation, which means the buyer side here is deliberate work rather than something fitted around listings.
For a purchase like this the credential that earns its keep is duller than an award. I also hold a Six Sigma Green Belt, which mostly describes a habit of going to the source of a document rather than to the nearest copy of it. Community management here changed hands to 360 Community Management around 2025 to 2026, so a seller who has owned since before the handover will pass you a folder in good faith whose contents may no longer be current. A buyer two time zones away, working from that folder, can spend a week asking a company that no longer holds the records.
Eighteen years living in Ahwatukee covers the rest: which streets, which neighborhood, and straight answers about the parts of a seasonal purchase people usually discover in year two. More than 80 transaction sides and over $52 million in volume.
I will also argue against a purchase. If the annual cost of holding a particular house does not work, I would rather that surface in October than in the following July, when a bill arrives for a property nobody has walked into since April. Read how I work with second-home buyers, or tell me which months you want to be here.
Buying it from somewhere cold, then leaving it here
The underlying sequence is the buyer track at how I help you buy. Two parts of it change shape when a house will stand empty for two thirds of the year.
- Describe the house in months. Which months you will be here, whether anyone else uses it, and whether letting it out is a possibility or a plan. The last answer sets how hard the document work has to be before you offer.
- Establish the parcel, then request both documents from 360 Community Management. Not from the seller's folder and not from an old listing attachment. Current versions of both layers, with minimum lease terms the specific clause I go looking for.
- Money settled before we look. Lending on a home you will not live in works differently from lending on one you will, and discovering that at offer stage costs you the property.
- A walkthrough aimed at the empty months. On video, with the hardest look at roof, irrigation, pool equipment and landscaping, because those four are what turn quietly into an expensive problem in an unoccupied house.
- The absence plan, written before closing. Who holds a key, who walks the property, who is called when a monsoon takes down a section of wall, what stays switched on, how mail is handled, and what your insurer expects of a property left vacant. Better on paper during escrow than improvised in August.
- The whole-year number. Dues, insurance, tax, pool and landscape service, and the utilities that keep running with nobody home. You see the total for the specific property, rather than a range.
- Closing from where you are. Signing remotely through escrow and title is ordinary in Arizona, and my transaction coordinator keeps the dates moving.
Why people pick this village for the winter
Ahwatukee sits on the south side of South Mountain, which is where its quiet character comes from. For a seasonal owner the practical draw is the airport: Sky Harbor is a short drive, which makes an unplanned long weekend in February realistic rather than a project.
Trail access is the other half of the argument, and a strong one if your winters here are meant to be spent outdoors. In several communities you reach the preserve from the neighborhood rather than a parking lot.
What Club West adds to a seasonal purchase is structure you pay for whether you are here or not. The association maintains the common areas regardless of which state you are in, and the community clubhouse sits at 16414 S 14th Ave. That amenity is funded for twelve months and used for four or five. Whether it reads as the point of buying inside a master community or as a line item you subsidize depends on how you intend to spend the season, and it is worth settling honestly before you buy.
Two comparisons are worth making deliberately. Foothills Reserve sits harder against the mountain on hilly terrain, which buys elevation and costs flat usable yard. Upper Canyon, immediately west, is building now on 373 gated acres, and a new house under warranty is an easier thing to leave standing empty than an older one.
The honest limit is that there is no district here you stroll to after dinner. If your winters are meant to include restaurants within walking distance, Chandler does that.
Frequently Asked Questions
Can I lease the house out while I am away?
Read both documents before assuming so. The master CC&Rs are one layer and your neighborhood's tract declarations are the other, and the parcel-level one is where restrictions on leasing and minimum lease terms most often sit. I get current copies of both before you offer.
The seller handed me the HOA documents. Is that enough?
Not on its own. Community management changed hands to 360 Community Management around 2025 to 2026, so a folder assembled before the handover may not be current, and it may not contain the parcel-level declarations at all. I request fresh copies of both layers from the current manager.
What has to be arranged for the months the house is empty?
Who holds a key and walks the property, what is left running and what is shut off, pool and landscape service, mail, and what your insurer expects of a property vacant for part of the year. We write that plan during escrow.
Am I paying for the clubhouse in the months I am not here?
Yes. Association dues fund the common areas and the clubhouse at 16414 S 14th Ave year round, whoever is in residence. For an owner who spends a long season here that is usually the reason to buy inside a master community at all. For two short visits a year it is a cost worth naming before you commit.

What second homes looks like in Foothills Club West
A master-planned Foothills community where each parcel carries its own tract declarations.
One of the Ahwatukee communities I work most often.
- The homes
- A master community with its own named neighborhoods inside it, including Vistas, Montana Vista (gated, built by Pulte), Rosewood Canyon Estates (built by Rosewood Homes), Whistling Rock (built by T.W. Lewis) and Fairway. The association is explicit that each community within Club West has its own tract declarations applying in addition to the master CC&Rs.
- Why people choose it
- Buyers who want the Foothills setting with a master-planned structure and a clubhouse behind it.
- Getting around
- Out along Chandler Boulevard, then down to the Loop 202 by 17th Avenue if you are toward the west side, or Desert Foothills Parkway if you are nearer that. Five to ten minutes to the 202.
- Nearby
- The community clubhouse sits at 16414 S 14th Ave.
- The trade-off
- Two layers of rules again: the master declarations plus your specific parcel's. Worth reading both before you write an offer, because they are not the same document and the parcel-level one is the easier to miss. Community management also changed hands to 360 Community Management around 2025 to 2026, so older paperwork may name the previous company.

The associations in Foothills Club West
The association that applies here, linked to its own site so you can read the documents rather than take my word for it.
- Master association
- Foothills Club West Community Association Each community inside Club West carries its own recorded tract declarations on top of the master CC&Rs, so two documents apply to a lot. Managed by 360 Community Management.
Dues and rules change, and which documents apply can depend on the parcel. Confirm both against the association before you write an offer.
